Q. After 20 years in the Military moving from state to state and country to country and after working overseas as a civilian for the last 10 years were ready to settle down and retire. We are now looking for a state to retire to that has low property taxes, not too cold of a climate, reasonably price homes, low crime and a city no larger than 500,000 people. We do not have any kids in school so the school system is not important to us. We lived in Texas and the property taxes are high, also lived in Georgia where the property taxes are not to bad. If we had a $250,000 home in your area what would the property taxes be?

A. Here is some info.- Best and Worst States: Based on data from the 2002 census, the following five states have the lowest local property taxes per capita/year. They are Arkansas ($191), Alabama ($285), Kentucky ($376), New Mexico ($380), and Oklahoma ($425). The states with the highest local property taxes per capita/year are: New Jersey ($1,871), Connecticut ($1,733), New York ($1,402), and Rhode Island ($1,369).

Q. Hi. My boyfriend and I are considering getting married so I can move to the us and become a permanent resident. We also want to attend a state college there. However, the college is in the neighboring state of where my boyfriend lives and we would both like to be residents in the college state (for tuition purposes)! A. Your boyfriend has to move to that state (the state where you'd like to go to college) and become a resident of that state. Then, you two must get married in that state. Once you've done that, you get your status of adjustment approved (i-485) and your green card comes (permanent resident card). Send a copy of it to the university you apply to and a copy of you and your boyfriend's tax returns to be considered a resident of that state for tuition purposes.

I live in Georgia & it sucks here, i have had lots of nurse from other states even agree that Georgia is far behind & i should move to get better benefits but i wouldn't know where. It took me years to get a wheelchair, than 2 years too get a ramp, now it's taking for ever to get transportation just to get out. So please tell me where you think i should move so i can get out of this backwards state.

A. California and New York are progressive when it comes to social programs and services but California has been cutting back over the last 8 years so I dont know. And everything is expensive here. I would go say to Arizona or some less expensive state. Oregon does not have money for services and most states stopped a lot of funding when George Bush was in office and has not been restored yet. I think Washington D.C. might work out better. Their services must be good.

What state would you suggest moving to as an avid bow hunter?

I live in VT which used to have a healthy deer heard but over the past 5 to 7 years the fish and game department has given out doe tags like they were candy and now you are lucky if you see a deer track in the woods. A. She should be able to list herself as a part year resident and only owe tax for the time she lived in the state. Speak to your state taxing authority about how to do this. There is usually a box on the tax form where the tax payer can indicate part year resident. Good luck.

How do I file state income tax for two different states?
Q. I lived in two different states during the 2009 tax year. On my federal tax, my 2 incomes are obviously combined. For the state forms, they ask you to enter information entered on the federal return. However, shouldn't I only report the income I earned in that particular state for which state withholding tax was withdrawn? If so, how to I make adjustments when it asks for my federal adjusted gross income?

A. You need to get part-year resident forms for both states (sometimes same as non-resident forms, but instruction differ for part-year vs, non-resident). That should break down how much applies to each state depending upon how long you have been a resident of that state.

Q. I recently moved from Michigan to Tennessee, and am continuing to work remotely for the same company. I understand that under normal circumstances, the two states would do some sort of weird mathematical equation behind the scenes to figure who gets how much tax on my income. How does this work in Tennessee, which has no state income tax on wages? Have I chosen poorly by moving to a state where sales tax is higher to help compensate for the lack of income tax, or will I get some sort of credit next year?

A. Since you have moved to TN, the State of MI is no longer allowed to tax your wages as of the date that you became a TN resident. File a part-year MI resident return for the year that you moved, showing ONLY the income you earned while living and working in MI. The income you earned after you moved is no longer subject to MI State income taxes. You should also notify your employer to stop withholding MI state taxes as you are no longer a MI resident or working in MI. The location of your employer is irrelevant to the State's ability to tax your wages. You must either be domiciled in the state or perform work for compensation within the state's borders to be subject to its tax laws. A. I think the state your high school is in because I'm taking my classes online, and my score's go under the state I'm technically enrolled in rather than where I actually live. The letter should also come directly to you, as I believe it's mailed as well as sent to the school.

When traveling with kids still in a car/ booster seat what state laws should I follow?
Q. I am planning a vacation for my family and I have a 3 year old son who is in a booster seat. The booster seat he is in follows the law in the state we live. When traveling do I need to follow my state law (since that's our residency) or do i need to follow the law of each state we go through (4 states)? Each state is different so that means I may need a differnet type seat depending on the state and their law. I have already found the child safety seat laws for each state we will be traveling through, I just don't know if those laws apply to residents of the state or for anyone traveling through the state. A. When in Rome do as the Romans. You must follow all State traffic laws in the state you are driving. It is also your responsibility to know these laws prior to your trip. IE: Some States have helmet laws for motorcycles. Watch the bikers pulln over at the state line to put their helmet on. Speed Limits vary from one state to the other. A. The state has no power to affect its unemployment rate. The federal government can affect it on a limited basis by applying more stimulus monies to projects within the states with the highest unemployment rates. However, that can be politically difficult to do since members of congress are keen to get what they consider their state's "fair share" and are less than cooperative when another state gets proportionally more. When the stimulus money actually goes directly to the state for projects, the state always can refuse and Louisiana started to reject the 2009 Stimulus funds based upon conservative ideology. Can home schooling and parental rights in one state be used in another state?
Q. Parental Rights; If one state's court ruling (such as in California) allows parents of that state to home school their own children without having to acquire state teaching credentials to do so; my question is; Can this ruling be used in other states to effect the same and if so to what extent? It just seems to me that if one state (like mine or yours) wants to follow the lead of another state in doing the same they should be able to do so and do it perhaps even faster because a precedence has already been set.

A. Each State has it's own Constitution. What is Constitutionally legal in one state might violate the Constitution in another. So, a ruling like that may spark other states to push for the same - the same judgment may not be found due to the specific laws of the state.

What state/s are known for favoring the managing conservator of a child and will respect surrogacy law?
Q. I used a surrogate in the state of Texas and am the managing conservator of the child. The surrogate now is battling for visitation (surrogate is biological mother).
