From what I know of FL law, a landlord is required to provide water and heat (not hot water, although this is the general assumption). In locations where meters are available for individual units, my tenants had to open their own water accounts with the utility dept. In locations where there is only 1 meter for a building w/ multiple residences, typically the burden of paying for the water is shared amongst all tenants as part of the rent (as opposed to a side item). A landlord can charge maintenance fees (for instance, "boiler fee").
